Marshfield Common Council Approves Budget Resolution Increasing TIF District Fund and More

The Marshfield Common Council approved a budget resolution increasing the TIF District #15 fund.

The City of Marshfield created TID 15, located in the southeastern portion of the city, to promote economic development, eliminate blighted areas, and revitalize the community by providing incentives for future private investment within the City’s boundaries.

The incentive will be provided through the TID (Tax Incremental District) in reducing the costs to the development generally associated with real-estate, the construction and re-construction of streets, sanitary sewers, water mains, utility laterals, storm drainage, trails, site improvements, demolition, and any other public improvements. In this case, it’s due to the work being done by the new Weinbrenner facility. They’ve already met some of their requirements.

The Council also approved a budget resolution to carry forward $42,680 in unexpended 2024 funds to complete construction of the pickleball courts at Braem Park. The City budgeted for the entire project in 2024. The project is almost completed, but there are a few more things to complete. The unused funds will be moved forward to finish the project.

The Council also approved amending the municipal code to amend density, intensity, and bulk regulations related to minimum setbacks and lot area requirements, and also the maximum building coverage of lot requirements. This will allow the City to develop housing on some smaller lots.

The Council also approved a request to accept the proposal to perform an organizational structure analysis of the City’s economic development function. The department has not had a director since 2022. The cost would be approximately 39 hours at $160/hour, an investment of $6,240. This will allow the City to see what their various Economic Development organizations do for the City and how the City can continue to work with them.

The City also approved authorizing the City Administrator to provide written notice of the City’s intent to renegotiate its current agreement with Visit Marshfield. The contract ends June 30th of 2026 and will automatically renew for three years if no action is taken.

The Council also approved a 5-year update to Marshfield Fairgrounds Park Campus Master Plan, which includes new horse arena and roof structure, new exposition building, new restroom/shower building, and new Knoll Barn and new Llama barn.

When approving the consent agenda, the Council also approved several items including authorize RFP for master plan development for Fire training center, a bid for lights at Braem Park pickleball courts, a bid for the Strohman Park renovation project, a 3-month contract extension for economic development services (Cedar Corporation), a 3-month contract extension for planning services (SEH, Inc.), adjusted FTE status within the Parks & Recreation Department, and adjusted pay rates for certain employees.

The Council also heard information on the April 1st referendum for public safety funding from Fire Chief Everett Mueller. During the Mayor’s comments, she mentioned the ADRC office moving into 2nd Street Community Center, Deputy Clerk earning her Bachelor’s Degree, if interested in being on a committee residents should send information to the mayor, the great things happening at the 2nd Street Community Center, and to reach out to her or the Council with any questions or concerns.

During the Council’s comments, one alderman said more should be done to provide facts on the public safety referendum and he encouraged the community to attend the remaining listening sessions. Another alderman said that the individuals that rescued the Wildwood Zoo’s bears will be in Marshfield Saturday morning.

During the City Administrator’s comments, he thanked everyone for their work on the public safety referendum, closings in Daniel’s Addition, and the April 15th annual meeting for the new council after the April 1st election.

Finally, during the updates from committees, it was stated that a substantial dividend is coming from the utility. Also, they gave a shoutout to the Central Wisconsin State Fair on their working bringing bands to the Fair this year.
